Step 1

Start off with a new document somwhere around 500x500 pixels with a white background. You want to start out with a larger document than your signature in order to have a greater selection on what part of the document you'd lke to use. Make sure your colors are set to default by hitting D on your keyboard.

Now go to Filter>Render>Clouds. Your image should look similar to the following:

Now to make your basic retro feel, go to Filter>Pixelate>Pointillize and use the default cell size (anywhere between 100-130 is fine). Your image should now look something like this:

Almost done. Now go to Filter>Distort>Diffuse Glow and use the following settings:

Now find a part you like on the document, and crop it to about the size you want your signature to be. I chose the following part of my document:

Add some text and you’re done! Here is my final product:
